For him, the Dark Lord’s word is law. ‘Kill everyone and anyone who stands in the way of fulfilling the Dark Lord’s wishes.’ He keeps a cold pretense even around fellow Death Eaters because he knows somehow that he is better than the rest of them.

He takes in Death Eaters-in-training so that when they come of age, they would be able to prove themselves worthy of being branded by the Dark Mark. He is very strict, and instills in them that mistakes will not be easily forgiven.

family history; His parents, his grandparents and their grandparents were purebloods. Just as far as you can go and trace his family origins, Yaxley was confident that you wouldn't find a single blood traitor in each. If there ever was one, he/she would no longer be recognized as one of the respectable purebloods, as was the custom in families such as his.
personal history;Samael was raised under his parents’ belief that Muggleborns and mudbloods were different from them. They were a pureblood family, which set them above all other families in the wizarding world. He grew up around other pureblood kids whose parents were in the same line of thinking as his parents’.

During his seven years under Slytherin House in Hogwarts, he made friends who shared the same insights as him. They all intended to join the Dark Lord’s followers as soon as they left Hogwarts. His parents didn’t join as Death Eaters for fear of the Ministry finding out and imprisoning them in Azkaban in the process. But Samael was not afraid of being accused of being a Death Eater. It was his lifetime ambition to be recognized as one of the best followers of the Dark Side.

He spent a lot of his time recruiting followers, doing his part in increasing their side’s army. What else is there to know? He's on the Dark Lord's side, that should be enough for you to decide what he is.
